MANDATE
WORKING GROUP ON MUTUAL EVALUATIONS AND LEGAL ISSUES
Membership/term
The working group is created for the period of two years with a possibility to renew the mandate after the expiration of the period. Membership in this group is open to all interested member-states and observers.

Objectives
The working group will:
(i) monitor the EAG members’ legislation with the purpose of assistance in its improvement;
(ii) prepare recommendations on national AML/FT legislation drafting;
(iii) prepare proposals on the issues related to establishment of financial intelligence units, and on procedures of their cooperation;
(iv) prepare organizational proposals on the mutual evaluation process, adoption and publishing of reports;
(v) to monitor the mutual evaluation process and procedures together with the Secretariat;
(vi) ensure follow-up procedures for national AML/CFT systems of member-states, which have undergone evaluations;
(vii) to cooperate with the FATF, FATF-style regional bodies, the IMF and the World Bank on issues of mutual evaluations and training of assessors;
(viii) submit proposals aimed at ensuring the quality and consistency of mutual evaluation reports;
(ix) to organize and coordinate the evaluator training process on the use of the 2004 Methodology or any other Methodology, which may be revised in the future, and liaise with interested countries and international organizations in order to find specialists to participate in evaluator trainings as trainers and trainees;
(x) prepare draft guidance and interpretations as necessary on issues arising during mutual evaluation process;
(xi) to carry out a preliminary discussion of mutual evaluation reports and make recommendations to the Plenary, or to form ad hoc groups on the preliminary discussion of mutual evaluation reports;
(xii) to prepare proposals on EAG cooperation with international organizations;
(xiii) to prepare proposals regarding consultations with the private sector;
(xiv) to ensure cooperation with the FATF International Cooperation Review Group (ICRG).
Reporting
1. The Working Group will provide reports to each EAG Plenary meeting
2. The information on current WGEL material will be open to all EAG members and observers at the secure WEB-site.
