Technical assistance needs assessment missions
EAG has held 6 missions to evaluate technical assistance needs of its member states:
- Belarus (August 2005)
- Kazakhstan (2 missions: October 2005, December 2008)
- Kyrgyzstan (November 2005)
- Tajikistan (2 missions: November 2005, June 2009)
- Uzbekistan (October-November 2007)
Mission results were used during the 1st (December 2005), 2nd (December 2006), and 3rd (December 2007) EAG Donor Conferences. Recommendations have been worked out for drafting national AML/CFT laws and forming national FIUs in EAG member states.
The EAG has been an active participant in international seminars on creating and introducing FIUs in Kazakhstan, Kyrgyzstan, and Uzbekistan.
The abovementioned countries, together with Tajikistan, have received practical assistance from the EAG. Over 20 various training seminars and conferences have been held to date.
In December 2005, the Federal Financial Monitoring Service established the International Training and Methodology Centre for Financial Monitoring (ITMCFM) pursuant to the Russian Government Resolution dated November 21, 2005, No. 1989-r. The ITMCFM is part of the EAG support infrastructure alongside the Group of Advisors at the EAG Secretariat. Its primary function is to provide technical assistance to EAG member states mainly in staff training for FIUs, supervisory and law-enforcement authorities, and AML/CFT research.
The ITMCFM signed bilateral agreements on technical assistance with the FIUs of the following EAG member states:
- Uzbekistan - October 5, 2009
- Kazakhstan - April 27, 2009;
- Belarus - April 15, 2009;
- Kyrgyzstan - November 19, 2008.
