About 2nd EAG Plenary
On April 12-13, 2005, Shanghai hosted the 2nd Plenary of the Eurasian Group on combating money laundering and financing of terrorism (EAG).
The EAG Plenary approved the decision to grant EAG observer status to the Council of Europe, which will be represented by MONEYVAL.
EAG member states approved candidacies for the positions of co-chairpersons of EAG working groups. These candidacies were nominated by members of EAG working groups at working group meetings on March 4-5, 2005.
An agreement has been reached to start mutual evaluations of national AML/CFT systems of EAG member states for compliance with international standards since 2006. A specific schedule of mutual evaluations was approved. This enabled EAG member states to bring their legislation into line with FATF standards and create financial intelligence units.
The participants approve a list of appraisers that will complete the necessary training by the end of 2005.
The Plenary approved a list of topics for research into typologies of crimes associated with money laundering and terrorist financing for the year 2005 and thereafter, as well as supported the proposal to conduct a typologies seminar in early November 2005, whose results will be used to prepare and public a collection of topologies.
Additionally, the Plenary discussed technical assistance programs relating to AML/CFT, which are being implemented in the region and EAG member states. The Plenary approved a schedule of missions to assess EAG member states’ technical assistance needs. A decision was approved to hold a conference of EAG member states and donor organizations in Moscow on December 2005.
The Plenary examined a number of other issues relating to EAG activities, approving coordinated decisions.
The next, third EAG Plenary has been slated for December 2005 in Moscow.
