FATF papers, particularly the FATF 40+9 Recommendations, represent a comprehensive body of organizational and legal measures for creating an effective AML/CFT system in each country, whose comprehensive and all-purpose nature is manifested in:
- maximally broad coverage of issues associated with organizing AML/CFT efforts at national and international level;
- close linkage with international conventions, UN Security Council resolutions, acts of specialized international organizations devoted to AML/CFT issues;
- enabling countries to exercise certain flexibility in implementing the FATF 40+9 Recommendations taking into account the national specifics of the legal system.
FATF Recommendations do not overlap with, nor do they substitute, the relevant provisions of other international acts, but complement them where necessary, combining them into a single system of organizational principles and legal norms, while playing an important role in the process of codifying AML/CFT norms and rules.
