Following the seminar on "Best Practices and International Standards on Preventing the Abuse of NPOs for the Purpose of Terrorist Financing"

On September 20, 2017, in Astana, the Financial Monitoring Committee of the Ministry of Finance of the Republic of Kazakhstan, in conjunction with the OSCE Programme Office in Astana, conducted a training seminar on "Best Practices and International Standards on Preventing the Abuse of Non-profit Organizations (NPOs) for the Purpose of Terrorist Financing"

The event was attended by representatives of the General Prosecutor's Office of the Republic of Kazakhstan, National Security Committee of the Republic of Kazakhstan, Ministry for Religious Affairs and Civil Society of the Republic of Kazakhstan, State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and the Public Fund "Informational Advocacy and Rehabilitation Center – Akniet."

In a welcoming speech to the seminar participants, Aidar Zeinullaevich Mekebekov, Deputy Chairman of the Financial Monitoring Committee, stressed that: "The struggle against the financing of destructive forces and relations with foreign terrorist organizations is one of the priority tasks defined in the Message of the President of the Republic of Kazakhstan to the people of Kazakhstan 'The Third Modernization of Kazakhstan: Global Competitiveness.'" He also turned the audience's attention to the fact that charitable or non-profit organizations have characteristics that make them attractive in the eyes of terrorists and vulnerable to the misuse for terrorist financing.

The OSCE Ambassador György Szabó emphasized in his speech that non-profit organizations are victims of illegal activities of destructive forces and measures taken to protect NPOs from the use for the financing of terrorism should not interfere with or impede charitable or other legitimate activities of NPOs, and international experts should be involved for this purpose. He also mentioned a high degree of professionalism of the invited international experts from Serbia and Italy.

During the seminar they discussed the use of NPOs for the financing of terrorism, national implementation of the Financial Action Task Force (FATF) Recommendation 8, as well as national best practices on preventing the use of NPOs for terrorist financing and financial transparency of this sector.
